China's ruling Communist Party is officially atheist groups, and for many years they forbid fasting in Xinjiang, where the minority of the population consists of Muslim Uighur.
Xinjiang regularly witnessed bloody clashes between Uighurs ethnic and security forces, and Beijing blames the deadly attack on militants who are seeking the independence for the region.
Several government departments have been publish their respective web sites a few days ago to ban Muslim employees from fasting during Ramadan, which began last weekend.
